The base is the job
Almost everything that goes wrong with a paver driveway years later was decided in the first day of work, before a single paver was laid. An excavated, graded and compacted base is what keeps the surface flat. In Cape Coral that matters more than it does inland, because the native ground is sand and the water table is high enough that a poorly drained base stays saturated.
Depth, and why quotes differ
A driveway carrying vehicles needs meaningfully more base than a walkway carrying people. If two quotes for the same driveway differ substantially, base depth and whether the existing slab is being removed are usually where the difference lives. It is a fair question to ask directly.
Edge restraint
Pavers at the edge of a driveway have nothing holding them sideways unless an edge restraint is installed. Without it the outer course migrates outward over a few seasons, the joints open, and the whole field loosens from the perimeter inward. It is inexpensive and it is the first thing to check on a quote that looks cheap.

When it works
Laying pavers over sound concrete is common in Lee County and avoids the cost of demolition and disposal. It works when the slab is structurally intact and drainage still runs the right way afterwards.
When it does not
A cracked or settling slab moves, and anything laid on top of it moves too. Adding height also raises the driveway surface, which matters at the garage threshold and at the apron where it meets the swale. Both are worth checking before anyone quotes.
The base is the job
Sand and a high water table mean a paver field is only ever as good as what is under it. Cutting the base depth is the single most common way a cheap installation fails, and it fails in the third year rather than the first, which is long after the crew is gone. Ask what depth of compacted base is going in, and ask how it is being compacted, before comparing prices.
Drainage is not optional here
Cape Coral's stormwater system relies on swales, and a driveway that changes how water crosses your lot can push water at your neighbour or back at your own slab. This is also the thing most likely to involve the City. A like-for-like replacement in the same footprint is treated very differently from widening a driveway, adding a circular drive, or changing the pitch. On a swale drive without a culvert, even a surface-level change can be a problem because it alters flow across the property.

Whether a permit is needed turns on whether the work changes drainage or the footprint, and the City of Cape Coral's Public Works and Stormwater Division is the authority, and their residential driveway application packet is the governing document.
